Mit dem zunehmend transnationalen Charakter komplexer politischer Probleme rücken Akteure internationaler Verwaltungen immer stärker in den Fokus. Dieser Beitrag untersucht die Interaktionen von Akteuren am Beispiel der Policy Coherence for Development-Abteilung der OECD und fragt, ob es sich dabei um einen Entrepreneur in der internationalen Kohärenzdebatte handelte. Das Hauptaugenmerk liegt somit auf dem OECD-Sekretariat, wo die Kohärenzidee bereits seit 1990 verankert ist. 2015 wurde Policy Coherence for Development zuletzt im Rahmen der globalen Agenda 2030 für Nachhaltige Entwicklung von Staats- und Regierungschefs bestätigt. Die Untersuchung zeigt, dass die Kohärenzabteilung im Generalsekretariat der OECD in vielschichtigen internationalen Entscheidungsprozessen zu Kohärenzfragen sowohl organisationsintern als auch -extern zunehmend autonom agierte und dabei wechselnde Rollen als Entrepreneur und Broker einnahm. Due to the increasingly transnational nature of complex political problems recent research focuses on international administrations as actors. This paper seeks to contribute to studying interactions of actors in international bureaucracy in the context of the Policy Coherence for Development (PCD) debate. The PCD approach was confirmed by the Heads of State and Government in the 2030 Agenda for Sustainable Development in 2015. The paper explores the OECD Secretariat where the concept was applied since 1990, assessing whether the PCD Unit can be characterized as an entrepreneur. The analysis shows that the PCD Unit interacted increasingly autonomous in multi-level processes within the organization and externally, changing between its roles as an entrepreneur and a broker. Thus, the paper seeks to contribute to a better understanding of hybrid interactions of actors in international bureaucracy.... view less
