Dieser Beitrag argumentiert, dass generationeller Wandel unter bestimmten Voraussetzungen eine wichtige Antriebskraft für Politikwandel ist. Dies wird am Beispiel des Wandels des deutschen Interventionsstaates in den letzten drei Jahrzehnten illustriert. In diesem Zeitraum wurden die Führungseliten, die die Weltwirtschaftskrise, den Zusammenbruch der Demokratie und den totalen Krieg erlebt haben, von Funktionseliten abgelöst, die in einer Phase nie da gewesenen Wohlstands und politischer Stabilität aufgewachsen sind. Die traumatischen Erfahrungen der vor 1945 geborenen Kohorten erklären den Siegeszug des Interventionsstaates in der Nachkriegszeit, während die völlig unterschiedlichen Sozialisationserfahrungen der Nachkriegskohorten die Transformation des Interventionsstaates seit den 1990er Jahren mit beeinflussten.... view less

This paper argues that generational replacement undercertain circumstances is an important impetus for policy change. This is exemplified by the transformation of the German interventionist state over the past three decades. During this period, the elites who witnessed the Great Depression, the collapse of democracy and total war were gradually replaced from office by elites who grew up in an era of unprecedented economic affluence and political stability. The traumatic experiences of the cohorts born prior to 1945 are important to understand the rise of the post-war interventionist state, whereas the markedly different socialisation of the post-war cohorts is seen as one factor which reinforced the transformation of the interventionist state since the 1990s.... view less
