dc.description.abstract | Parliaments cannot function solely based on their legal regulations. Informal rules are also necessary for situations that are not meant to be formally regulated, allowing for a degree of flexibility within parliamentary organization and operations. The author thoroughly examines this other side of the coin and provides a systematic legal classification of it. Certain "practices" that are generally perceived as fair can foster trust among representatives and factions, as well as between the majority and minority. If parliamentary customs are rigorously rejected by parties that have recently entered the parliament, it not only jeopardizes the working atmosphere but also the overall functionality of the parliament. | de |
