Der Beitrag bezieht sich kritisch auf stereotype Charakterisierungen der bürokratischen Organisationsform öffentlicher Verwaltung als unflexibel und innovationsfeindlich und entwickelt auf der Grundlage einer empirischen Untersuchung zu Ausmaß und Gestalt flexibler und partizipativer Handlungsformen der Verwaltung in der sogenannten Flüchtlingskrise von 2015 und 2016 ein Kategorienschema für Varianten adaptiver Entscheidungsstile und Entscheidungsstrukturen lokaler Verwaltungen - Landkreise und kreisfreie Städte - unter Stressbedingungen. Zentrales Argument der Abhandlung ist, dass Verwaltungen in Phasen intensivierter Problemlösungsanforderungen unterschiedliche Formen von adaptiver Flexibilität und der Partizipation von zivilgesellschaftlichen Akteur_innen als Resilienzreserven mobilisieren. This article deals critically with stereotypical representations of public administration as a bureaucratic organization characterized by inflexibility and hostility towards innovation. The authors develop a coding scheme based on an empirical analysis of the scope and style of public administrations' flexible and participative forms of action during the so-called refugee crisis in 2015 and 2016. The coding scheme consists mainly of categories covering variations in the adaptive decision-making styles and structures of local public administrations (in administrative districts and cities independent of district administration) under stress. The main argument is that, in times of greater need for problem-solving capacity, public administrations activate different forms of adaptive flexibility and allow for more civil society participation, which functions as resiliency reserves. According to the argument, this happens only as long as the pressure remains predictable and the institutional and political conditions stay constant.... view less
