Bei dem Beitrag handelt es sich um eine Replik zu Wolfgang Seibels Abhandlung "Kausale Mechanismen des Behördenversagens: Eine Prozessanalyse des Fahndungsfehlschlags bei der Aufklärung der NSU-Morde". Es wird argumentiert, dass Seibel eine bemerkenswerte Gegenthese zur Annahme des "institutionellen Rassismus" entwickelt sowie einige Fehlentscheidungen und Mängel der polizeilichen Ermittlungen mithilfe eines beeindruckenden Spektrums an theoretischen Ansätzen überzeugend einordnet. Andererseits ist beispielsweise zu problematisieren, dass er - ausgehend von praktisch einer einzigen Quelle - die komplexe Empirie der langjährigen Mordermittlungen auf sehr wenige Situationen reduziert, die er, beeinträchtigt durch verschiedene normative Prämissen, mit einem nicht näher begründeten Set an kausalen Mechanismen in einer eher intuitiven Art und Weise beschreibt, ohne damit allerdings das Scheitern der Fahndung zwingend zu erklären. Der Text schließt mit Vorschlägen zur Optimierung künftiger qualitativer Studien zu Fällen von Behördenversagen. The article comments on "Causal Mechanisms of Administrative Failure: A Process Tracing Analysis of the Failure of German Law Enforcement Authorities in the Investigation Into the Serial Killing of Immigrants, 2000-2007" by Wolfgang Seibel. It is argued that Seibel develops a remarkable own hypothesis which is more convincing than the assumption that the German law enforcement authorities were hampered by systemic racism. Moreover, he plausibly classifies several mistakes and deficiencies of the criminal investigations with the help of an impressive spectrum of theoretical approaches. However, it is criticized that Seibel mainly relies on a single source and disproportionately reduces the complex and lengthy investigations to a few situations. He insufficiently explains his selection and application of causal mechanisms. Furthermore, his inferences seem to be biased due to several normative premises. Seibel’s conclusions do not necessarily and exhaustively explain the failure of the criminal investigations. Finally, the text provides some suggestions to improve future qualitative studies that deal with cases of administrative failure. Particularly the perils of equifinality, censoring, selection bias, and the ex post perspective should be taken into account.... view less
