In diesem Literaturbericht werden sechs aktuelle, oft zitierte, englischsprachige Bücher zur Thematik des Performance Management in der öffentlichen Verwaltung besprochen. Dabei werden die Herausforderungen und Grenzen von Performance Management diskutiert. Unser Fokus richtet sich in diesem Zusammenhang auf die theoretischen Prämissen, die dem Performance Management unterliegen, auf Messprobleme sowie auf Defizite bei der tatsächlichen Verwendung von Performance-Daten zu Steuerungszwecken. Allerdings veranschaulicht der Literaturbericht auch die positiven Erfahrungen einer Performance-Orientierung in der öffentlichen Verwaltung und liefert einige Ansätze, wie Performance-Management-Systeme noch wirkungsvoller gestaltet werden können. Für den deutschen Fall können zwei Rückschlüsse gezogen werden. Erstens, Deutschland gilt in Sachen Performance-Orientierung im internationalen Vergleich immer noch als Nachzügler. Deshalb ist der Grenznutzen weiterer Investitionen in Performance-Management-Systeme in Deutschland immer noch hoch. This book review discusses six, often cited, Anglophone books dealing with the issue of performance management in public administration. We cover the challenges and restrictions of performance management and focus in this regard on the theoretical premises of performance management, on measurement problems, as well as on shortfalls of the actual use of performance information. However, this review also reflects on the positive experiences of performance orientation in public administration and suggests approaches to improve performance-based management. For the German case, we draw two conclusions. First of all, with respect to performance management, Germany in an international comparison is a latecomer. Therefore, the marginal utility of further performance measurement investments is still going to be high. Secondly, performance management should not be determined by detail perfectionism and premises of perfect rationality but should be organized pragmatically, specifically, and subject adequately.... view less
