Im Jahre 2008 gelangte Barack Obama auf einer "Welle des Wandels" ins Weiße Haus. Gewählt mit dem Auftrag zur Gestaltung des Wandels versprach er tiefgreifende Reformen. Dabei wollte er auch den politischen Prozess selbst verändern: Neue Methoden wie Community Organizing und Partizipation im Internet sollten eingeführt werden. Aber die institutionellen Grenzen erwiesen sich als stärker: Während einige Reformvorhaben zum Abschluss gebracht werden konnten, scheiterten viele andere im Kongress - und so schwand auch Obamas politisches Kapital. Seit den Zwischenwahlen in 2010, die große Zugewinne der Republikaner zur Folge hatten, ist die amerikanische Politik blockiert. In 2008, Barack Obama rode on a "wave of change" into the White House. Elected with a mandate for lasting change, he promised to implement transformative reforms while conducting politics in a whole new way using methods of community organizing and internet participation. But institutional barriers proved to be stronger: While some legislative projects were passed, many others stalled in Congress - and Obama’s political fortune did too. Since the Midterm elections of 2010 produced huge Republican gains, American politics is trapped in legislative gridlock.
