Das Wachstum des Erneuerbare-Energien-Sektors hat in Deutschland nicht nur zum Wandel energiewirtschaftlicher Branchenstrukturen, sondern auch zu einer dualen Struktur sektoraler Steuerungsmodi geführt. Einer korporatistischen Regulierung, die auf der traditionell engen Interessenverflechtung von Staat und Stromwirtschaft beruht, steht im Bereich der erneuerbaren Energien eine neu entstandene netzwerkförmige Regelungsstruktur gegenüber, an der neben staatlichen Akteuren ein breites Spektrum gesellschaftlicher Akteure beteiligt ist. Dieser steuerungspolitische Dualismus, der die jüngere deutsche Energiepolitik kennzeichnet, führte zu unvermeidlichen Zielkonflikten. Die daraus resultierenden Steuerungsprobleme haben mit der energiepolitischen Neuausrichtung der Bundesregierung nach der Atomkatastrophe von Fukushima zusätzliches Gewicht bekommen. Der Beitrag diskutiert steuerungsrelevante Anforderungen, die aus der zunehmenden Pluralisierung und Dezentralisierung des Energiesektors sowie aus Konflikten beim Aus- und Umbau der Stromversorgungsinfrastruktur resultieren und das Verhältnis von energiepolitischer Einflussnahme und gesellschaftlicher Selbstregulierung neu bestimmen könnten.... view less

The expansion of renewable energies did not only change the structure of the German system of power supply but also led to a dual structure of regulation in this sector. A corporatist type of regulation based on closely tied interests of the state and the electricity sector is confronted with a newly emerging network of regulation in the field of renewable energies, which comprises a wide range of societal and governmental actors. The dual structure of regulation inevitably led to conflicting political goals which have become even more antagonistic after the nuclear disaster of Fukushima. The article discusses regulatory demands which result from the pluralisation and decentralisation of the German electricity system as well as from conflicts about infrastructural conversion in this sector and which could lead to a new relationship between governmental energy policy and societal self-regulation.... view less
