A lo largo de este ensayo, el autor aborda la problemática política sudamericana desde una triple dimensión: la cultura del miedo (los regímenes dictatoriales del pasado); la cultura de la pluralidad y la tolerancia (los regímenes en vías de democratización), y la cultura de la memoria histórica. Esta última funge como el hilo conductor a lo largo del trabajo de Sosnovski, ya que su tesis principal está centrada en el impostergable deber de recuperar la memoria histórico-colectiva del periodo de represión militar con el fin de poder reconstruir a partir de ella una sociedad abierta y democrática. El autor analiza, asimismo, el papel que la intelectualidad tuvo, ha tenido y deberá tener en el proceso de transición entre la etapa represiva militar y la civil democrática. El ensayo concluye que si se quiere lograr una democratización en todo sentido (político, educativo, cultural e histórico), es menester rescatar el elemento cultural -revitalizado por la memoria- para fortalecer una "cultura para la democracia", abatir las "políticas del olvido" y lograr mantener y consolidar el difícil y frágil tránsito del Imperio del Acero al Imperio de la Ley.... view less

In this article the author presents a three dimensional political outlook for South America: the culture of fear (the dictatorships of the past), the culture of plurality and tolerance (the regimes on the road to democratization); and the culture of historical memory. This last dimension underpins Sosnovski's core thesis in this essay, the unhesitating duty to regain the collectivehistorical memory of the period of military repression, and found upon it a democratic and open society. The author also analyzes the past, present and future role of intellectuals in this process of transition, from a military repression to a civil democracy. The author concludes that if full democratization is to be attained (political, educational, cultural, historical), the cultural dimension must be salvaged -revitalized by recollection- to strengthen the "culture for democracy" and stall the "bygones’ policy", so that the difficult and fragile transit from an Empire of the Sword to an Empire of the Law can persevere and consolidate.... view less
