Räumliche Planung und öffentliche Gesundheit - eine historische Verknüpfung

Abstract

Gesundheitsschutz ist eine traditionelle Aufgabe von Stadtplanung, die sich bereits in den frühen städtebaulichen Leitkonzepten der Antike findet. Mit der Industrialisierung und dem damit verbundenen dynamischen Wachstum der Städte durch Land-Stadt-Wanderung der Bevölkerung im 19. Jahrhundert rückte die Verbesserung der hygienischen Wohnbedingungen und Gesundheitsvorsorge in den Fokus ingenieurtechnischer und baukünstlerischer Aufgaben und führte zur Professionalisierung von Stadt- und Raumplanung. Es wird deutlich, dass sich zum einen die unterschiedlichen sozialen und räumlichen Lebensbedingungen in der Stadt auch auf den Gesundheitsstatus der Bevölkerung niederschlagen. Zum anderen wird auch eine problematische Verknüpfung von Gesundheits- mit politischen Zielen spätestens im Dritten Reich offenbar. Aktuelle Herausforderungen stellen sich für die Weiterentwicklung des städtebaulichen Bestands, aber auch für die Planung neuer Stadtgebiete. Für diese Aufgaben ist eine enge Kooperation von Akteuren aus räumlicher Planung und Public Health anzustreben.

Health protection is a traditional task of planning, which was already found in the early urban planning concepts of antiquity. With industrialisation and the dynamic growth of the cities caused by the rural-urban migration of the population in the 19th century, the provision of hygienic living conditions and health care became the focus of engineering and architectural tasks and led to the professionalisation of urban and spatial planning. It is obvious that, on the one hand, socio-economic segregation in the city is also reflected in the health status of the population. On the other hand, the problematic nature of the link between health and political goals was revealed in the Third Reich, at the latest. Current challenges include the further development of existing urban fabric, but also the urban planning of new urban areas. For these tasks it is necessary to seek for close cooperation between actors from spatial planning and public health.
