abstract = {Este artículo aborda el riesgo y la regulación desde la relación entre el Estado y las telecomunicaciones. Marca las diferencias entre regulación técnica y legal. Los siguientes apartados analizan la transformación del Estado en el contexto de la liberación de las telecomunicaciones en México. Se identifican cuatro etapas de regulación en las políticas del gobierno federal. Al final el artículo examina los problemas de orden normativo, y se observa la ausencia de coordinación entre instituciones para atender las conductas antisociales frente a la disputa de la competencia entre las grandes empresas de la red.This article addresses the problem of risk and regulation in view of the relationship between the State and telecommunication. It marks the differences between legal and technical regulations. The following paragraphs analyze the transformation of the State within the context of the liberation of telecommunication in Mexico. It identifies four stages of regulatory policies of the federal government. At the end, the article examines the problems of a normative order, and observes an absence of coordination between institutions to attend the antisocial behaviour facing the dispute of competition between the main companies of the network.},
