Este artículo aborda el riesgo y la regulación desde la relación entre el Estado y las telecomunicaciones. Marca las diferencias entre regulación técnica y legal. Los siguientes apartados analizan la transformación del Estado en el contexto de la liberación de las telecomunicaciones en México. Se identifican cuatro etapas de regulación en las políticas del gobierno federal. This article addresses the problem of risk and regulation in view of the relationship between the State and telecommunication. It marks the differences between legal and technical regulations. The following paragraphs analyze the transformation of the State within the context of the liberation of telecommunication in Mexico. It identifies four stages of regulatory policies of the federal government.
