Seit Mitte der 1980er Jahre hat die GTZ ihre Projekte und Programme nach der Methode der zielorientierten Projekt-Planung (ZOPP) geplant und durchgeführt. Auch als Schwächen dieser Methodik deutlich wurden, hat die GTZ zunaechst mit beträchtlicher Starre daran festgehalten; inzwischen ist das Verfahren weiterentwickelt worden. ZOPP ist nur noch Teil eines größeren Zusammenhangs. Der Autor, der umfangreiche Untersuchungen über ZOPP durchgeführt hat, notiert in diesem Beitrag die Fehler von ZOPP, die nur zum Teil in der heutigen Praxis behoben sind. Für eine entscheidende Schwäche, die auch weiterhin existiert, hält er die zu frühzeitige Festlegung auf Sektoren und Träger der Projekte, die eine wirkliche Zielorientierung in vielen Fällen unmöglich macht.... view less

Since the mid-1980s, GTZ has planned and implemented its projects and programs using the target-oriented project planning (ZOPP) method. Even as weaknesses in this methodology became clear, the GTZ initially held on to it with considerable rigor. Meanwhile, the process has been developed further, ZOPP is only part of a larger context. The author, who has carried out extensive research on ZOPP, notes in this article the fallacies of ZOPP, which are only partly solved in today's practice. However, for a crucial weakness that still exists, ZOPP does hold to the premature fixation on sectors and supporting structures that makes real targeting impossible in many cases.... view less
