"Nach einem kurzen Überblick über umweltpolitische Problemlagen und Reaktionen der staatlichen Umweltpolitik hierauf werden mit Schwerpunkt für den Bereich Luftreinhaltung einige der effektiveren Regelungsinstrumente und Maßnahmen zur Kontrolle von Schwefeldioxid- und Stickstoffoxidemissionen bei stationären und mobilen Quellen berücksichtigt. Von den Regelungsinstrumenten werden insbesondere das Kompensationssystem für durch Umweltverschmutzung verursachte Gesundheitsschäden und die Umweltschutzvereinbarungen zwischen Industrie und dezentralen Behörden sowie Bürgergruppen berücksichtigt. Abschließend wird auf immer noch existierende Umweltprobleme verwiesen und stichpunktartig aufgezeigt, was andere Länder aus den japanischen Erfahrungen lernen könnten." (Autorenreferat)... view less
"The article starts with a brief outline of the main environmental problems in Japan and how the Japanese government dealt with these problems in its various phases of environmental policies. "The article starts with a brief outline of the main environmental problems in Japan and how the Japanese government dealt with these problems in its various phases of environmental policies. This is followed by a detailed description of some of the most effective measures and regulatory instruments. The focus being on air pollution control policies, special consideration is given to control measures concerning sulfur dioxide and nitric oxides emitted by stationary and mobile sources. Among the various regulatory instruments special emphasis is laid on the exceptional 'pollution- related health damage compensation system' and on pollution-control agreements between emitters and local authorities or citizens' groups. Finally, some of the still urgent environmental problems in Japan are mentioned. The article concludes with some indications of what other countries might learn from the Japanese experience."
