Rußland und die Europäische Union: eine widersprüchliche Zwischenbilanz

Abstract

'Im folgenden Bericht, in dem ein russischer und ein deutscher Autor die Beziehungen zwischen Rußland und Europa analysieren, geht es weniger um die vieldiskutierte, doch oft reichlich abstrakte Frage: 'Ist Rußland Teil Europas?' Im Vordergrund stehen vielmehr die nach den Umbrüchen entstandenen Konzeptionen, wechselseitigen Perzeptionen und konkreten Ansätze für eine Partnerschaft. Die Beiträge wurden vor dem offenen Ausbruch der tiefgreifenden Wirtschafts- und Finanzkrise in Rußland vom Herbst 1998 verfaßt, deren Folgen für die Beziehungen Rußland-Europa allerdings berücksichtigt. Die Autoren sind der Ansicht, daß diese Beziehungen in ihren Grundzügen, Interessen und Perspektiven über die Krisenperiode hinaus ihre Gültigkeit behalten werden.' (Textauszug)

'In the following report a Russian and a German writer analyse the relationship between Russia and Europe. Rather than address the much discussed and often abstract question 'Is Russia part of Europe?' they instead look at conceptions of the relationship that have emerged since the changes in Russia, the two sides' perceptions of one another and the concrete steps towards forming a partnership that have been taken so far. The analysis were undertaken before the profound economic and financial crisis in Russia came to a head in the autumn of 1998. Nevertheless, the implications of this crisis, for relation between Russia and Europe are considered. Both writers believe that in spite of the crisis there are certain fundamental aspects of the relationship as well common interests and outlooks that have a long-term perspective.' (extract)
