Politische Eliten in der Ex-Tschechoslowakei: T. 2

Abstract

'Der vorliegende Bericht ist der zweite Teil einer Studie über die politischen Eliten in der Ex-Tschechoslowakei. Der erste Teil konzentriert sich auf die Untersuchung der kommunistischen Nomenklatura-Elite und analysiert die neu entstandenen tschechischen und slowakischen Eliten im Hinblick auf die sie prägenden historischen und neuen Faktoren. Die historische und gegenwärtige Entwicklung der staatsrechtlichen tschechisch-slowakischen Krise wird skizziert. Mit der Herauskristallisierung der tschechischen und slowakischen politischen Szene, den Folgen der Wirtschaftsreform und dem Ausgang der Parlamentswahlen von 1992 werden die Schwerpunkte der Untersuchung im zweiten Teil der Studie fortgeführt. Auf der Suche nach den Ursachen des Zerfalls der CSFR werden sozial- und wirtschaftspolitische Folgen der Transformation sowie die staatsrechtliche Diskussion in der Slowakei beleuchtet. Anschließend wird die Rolle der Führungseliten, ihre wirtschaftspolitische Orientierung und Motivation in dem sich anbahnenden Zerfallsprozeß analysiert.' (Autorenreferat)

'This report forms the second part of a study of political elites in ex-Czechoslovakia. The first part focuses on the communist nomenclature elite and analyses the historical and contemporary factors that have formed the newly emerging Czech and Slovak elites. Historical and current developments in the Czech-Slovak constitutional crisis are outlined. These themes are continued in the second part of the study, which examines the shaping of the new Czech and Slovak politcal landscape, the consequences of economic reform and the outcome of the parliamentary elections of 1992. In attempting to identify the causes of the break-up of the CSFR the study looks at the impact the process of transformation has had on the social sector and on the economy as well as examining the constitutional debate in Slovakia. Subsequently, the role of the ruling elites, the orientation of their economic policy and their motivations as the break-up of the country became imminent are analysed.' (author's abstract)
