Der Runde Tisch - ein geeignetes Dialoginstrument bei Großinfrastrukturvorhaben zur Energiewende: das Beispiel eines geplanten Pumpspeicherwerks im Südschwarzwald

Abstract

"Anhand einer Fallstudie wird im vorliegenden Beitrag das Format des Runden Tisches als ein Informations-, Konsultations- und Vermittlungsinstrument hinsichtlich seiner Eignung bei großen Infrastrukturvorhaben der Energiewende analysiert. Anhand von 15 Kriterien - hierunter Aspekte wie die Legitimation des Veranstalters, Fragen nach der Zielbestimmung oder der begleitenden Öffentlichkeitsarbeit - wird am Beispiel des Runden Tisches Atdorf zum geplanten Bau eines Pumpspeicherwerks im Südschwarzwald herausgearbeitet, unter welchen Vorrausetzungen Dialoge erfolgreich verlaufen können. Der Beitrag endet mit Handlungsempfehlungen für die Öffentlichkeitsbeteiligung bei Großinfrastrukturvorhaben." (Autorenreferat)

"With reference to a case study, this article assesses the format of 'round tables' as an information-, consultation-, and mediation-instrument. In particular, the article examines the suitability of round tables in the field of large infrastructure projects within the context of the German energy transition. Based on 15 criteria - including aspects like the organiser’s legitimacy, questions related to the definition of goals or accompanying public relations - the round table in Atdorf on the planned construction of a pumped-storage plant in the southern Black Forest is used to discuss the conditions in which dialogues are likely to be successful. The paper closes with some recommendations related to public participation possibilities in large infrastructure projects." (author's abstract)
