Der Mehrwert historisch-soziologischer Ansätze in der Analyse der Europäischen Integration: das Beispiel der Entstehung und Entwicklung von Sozialpolitik

Abstract

Am Beispiel der Entstehung und Entwicklung einerseits nationaler andererseits europäischer Sozialpolitik fragt der Beitrag nach dem Mehrwert historisch-soziologischer Forschungsansätze für ein Verständnis des Europäischen Integrationsprozesses. Eine Gegenüberstellung der historischen mit den aktuellen Entwicklungen zeigt, dass die Idee einer anonymen Verantwortungsgemeinschaft mit einem gemeinschaftsbildenden Mehrwert nach innen und eindeutiger Abgrenzung nach außen, so wie sie aktuell in der europäischen Politik proklamiert wird, keineswegs eine neue ist, sondern bereits handlungsleitend für die Einrichtung einer nationalen Sozialpolitik war. Auch die im Zuge dieser Kompetenzübertragungen aufkommenden Konflik te, so wird argumentiert, ähneln sich deutlich in Inhalt und Form. In beiden Fällen handelt es sich um einen Prozess, der nicht von sozialpolitischen Notwendigkeiten, sondern vielmehr von spezifischen Akteursinteres- sen unter bestimmten Kontextbedingungen determiniert wird.

The paper discusses the emergence and development of national welfare politics on the one hand and European social policy on the other hand in order to raise the question how historical-sociological perspectives are able to add to our understanding of European integration. Comparing past and present processes makes it clear that the idea of a heterogeneous community sharing responsibilities, as it is debated at the moment at the European level, is nothing new. On the contrary, such an integrated community with clearly defined boundaries was already crucial when national social politics were introduced. The paper also argues that the prevailing conflicts that arise from the transfer of political competences are akin to the ones found today. In both cases, one can conclude: social policy-making can be described as a process driven by specific actors' interests and contextual factors rather than by requirements stemming from social imbalances.
