Industrielle Beziehungen und Umweltschutz in der Europäischen Union

Abstract

"Die Anforderungen an umweltgerechtes Verhalten, wie sie z. B. im Begriff des „sustainable development“ zusammengefaßt werden, erhalten auch für die Akteure der industriellen Beziehungen zunehmende Bedeutung. Umweltschutz gehört nicht zu den Kernthemen der Interessenaushandlung, beeinflußt aber immer stärker deren Grundlagen: im Bereich der Sicherung von Arbeitsplätzen, bei den Gestaltungsprinzipien von Produkten, Produktionsprozessen und Dienstleistungen, in der Aus- und Weiterbildung und nicht zuletzt beim Arbeits- und Gesundheitsschutz. Gleichzeitig zu dieser thematischen Erweiterung findet eine Erweiterung des Regelungsraums durch den Ausbau der Europäischen Union statt. Die Entwicklung der betrieblichen Politikmuster und -prozesse wird zunehmend durch europäische Regulierung geprägt. In diesem Forschungsbericht werden die Formen dieser doppelten Erweiterung dargestellt. Das europäische Wissenschaftler-Netzwerk IRENE hat in Länderberichten und Fallstudien den Stand und die Entwicklungsdynamik der Einbeziehung der Systeme industrieller Beziehungen in die unternehmensbezogene Umweltpolitik erhoben und mögliche Entwicklungsperspektiven aufgezeigt." "The needs for an environmental friendly behaviour, for example defined by the notion of „sustainability“, have assumed growing importance for the actors of the industrial relations system. The protection of the environment does not belong to the core issues of interest representation but nevertheless influences its basis increasingly: the securing of jobs, the design of products, production processes and services, training and education and health and safety. At the same time an enlargement of the regulation field takes place by the establishment of the European Union. Company level policies are increasingly influenced by European regulations. This article describes the processes of this double enlargement in the countries of the EU. The European network of scientists IRENE has analysed the state and the dynamics of the inclusion of the industrial relations systems in the company-related environmental regulation on the basis of country reports and case studies."
