Technologiepolitik - Entwicklungsfaktor für den ländlichen Raum Niederbayern

Abstract

Um dem internationalen Wettbewerbsdruck standzuhalten, wird technologisches und organisatorisches Wissen als Faktor der wirtschaftlichen Entwicklung peripherer, ländlicher Räume immer wichtiger. Allerdings ist die Beschaffung entsprechender Informationen vor allem für kleine und mittlere Unternehmen in peripheren Standorten erschwert und vielfach kostenintensiv. Vor diesem Hintergrund untersucht der Beitrag die bayerische Technologiepolitik aus der Perspektive ländlicher Räume. Die daraus abgeleiteten Empfehlungen richten sich u. a. darauf, teilräumliche Cluster in der landesweiten Clusteroffensive stärker zu berücksichtigen, kompetente Beratungseinheiten durch Zusammenführung der unterschiedlichen Ansprechpartner vor Ort zu bilden und den Ausbau des Regionalmanagements sowie dessen Verknüpfung mit der bayerischen Technologie-, Forschungs- und Entwicklungspolitik voranzutreiben.

For peripheral, rural areas, technological and organisational expertise is coming to play an increasingly important role as a factor underlying their economic development to allow them to withstand the pressure of international competition. However, particularly for small- and medium-sized enterprises operating in peripheral locations, acquiring the information they need can prove to be both difficult and costly. This is the background against which this paper examines the contribution made by the state government’s technology policy in Bavaria from the perspective of rural areas. The recommendations which ensue from this include attaching greater importance to sub-regional clusters within the state-wide campaign to promote economic clusters, the creation of expert advisory units by bringing together the various sources of information and help available at a particular location, as well as efforts to advance the development of structures for regional management to be harnessed to the state’s technology and R&D policies.
