Wachstum-Ausgleich-Stabilität!? Regionen im Spagat raumordnungspolitischer Leitmotive

Abstract

"Die Trends der Raumentwicklung zeichnen sich in den zurückliegenden Jahren durch eine zunehmende Dynamisierung und Heterogenisierung aus. Dies führt im Wesentlichen zu einer Bildung von Disparitäten und einer deutlichen Komplexitätszunahme räumlicher Prozesse und damit gekoppelt zu einem Ansteigen der Anforderungen an planerische Prozesse. Planung findet sich dabei im Spannungsfeld von Wachstum, Ausgleich und Stabilität und damit in einem Bereich widersprüchlicher Zielkorridore situiert. Sie begibt sich offenkundig seit Jahren und Jahrzehnten in einen aufreibenden Spagat aus zum Teil diametral gegenüberstehenden raumordnungspolitischen Zielsetzungen. Diesen Spagat gilt es, so man ihn nicht eindeutig auflösen kann, doch zu entschärfen. Insofern ergeben sich für die Raumentwicklungspolitik zahlreiche Herausforderungen und weitreichende Reformnotwendigkeiten, die in den kommenden Jahren auf der Basis eines gesellschaftlichen Konsenses aufgestellt werden müssen." "In recent years the trends of spatial development are characterised by a growing and dynamic heterogeneity with the result of the formation and especially the expansion of spatial disparities. This in turn builds a growing challenge for spatial development policies. It must however be noted that spatial development policy is in a conflict. On the one hand, spatial development policy continues to pursue the goal of equal living conditions in each subspace. On the other hand, spatial development policy promotes the idea of European Metropolitan Regions and thus clearly a strategy of growth. For years and decades, spatial development has found itself in an exhausting balancing act of in part diametrically opposite spatial planning objectives. The need of coordination and reform processes is the result of this dilemma. This is the central task of the upcoming years." (author's abstract)
