In Ostdeutschland hat der demographische Wandel ein besonderes Ausmaß angenommen, auf den politisch und planerisch reagiert werden muss, damit die betroffenen Städte und Regionen den notwendigen Umbauprozess bewältigen können. In den Ländern Ostdeutschlands liegen jedoch bevölkerungsmäßig schrumpfende Regionen neben Regionen mit zunehmenden Bevölkerungszahlen und wirtschaftlich prosperierende finden sich ebenso wie solche mit erheblichen Problemen im Strukturwandel. Raumspezifischen Handlungsansätzen und Problemlösungen ist daher der Vorrang gegenüber pauschalen und generellen Konzepten einzuräumen. Die beiden Landesarbeitsgemeinschaften in Ostdeutschland haben sich daher in einer abgestimmten Weise diesem Thema gewidmet. Die AG "Umbau von Städten und Regionen" der LAG Berlin/ Brandenburg/ Mecklenburg-Vorpommern behandelte die den Raum prägenden ländlichen Räume und die Metropolregion Berlin. Die erarbeiteten und hier wiedergegebenen Beiträge behandeln, langfristig und zukunftsorientiert ausgerichtet, die regionalspezifischen Probleme Nordostdeutschlands im Umbauprozess, die bisher ergriffenen politischen und planerischen Maßnahmen zur Gestaltung dieses Prozesses und ihre langfristigen Wirkungen sowie in Szenarienform und konkreten Fallanalysen nachhaltige Strategien und Handlungskonzepte zur Bewältigung der Folgen des demographischen Wandels. Eine handlungsorientierte Zusammenfassung der Beiträge mit Vorschlägen zur Reform der raumpolitischen Entwicklungsstrategien, neuer Konzepte und ihrer Instrumente beschließt den Band.... view less

In Eastern Germany, demographic change has adopted particular extent for which a political reaction and planning is necessary so that the towns and regions concerned can manage the necessary reconstruction process. In the eastern German Länder, however, there are regions with a shrinking population alongside others with increasing population figures and there are those which are economically prosperous just as much as those with appreciable problems in structural change. Area-specific action approaches and problem solutions must therefore be given priority over blanket and general concepts. The two state work groups in eastern Germany have therefore devoted themselves to this topic in a co-ordinated manner. The work group, "Reconstruction of cities and regions" of the LAG Berlin/ Brandenburg/ Mecklenburg-West Pomerania has handled the rural areas characterising the area and the metropolitan region Berlin. The contributions which have been worked out and reproduced here handle, in long-term and future-orientated alignment, the region-specific problems of North-Eastern Germany in the process of reconstruction, the political and planning measures which have been taken up to now to structure this process and their long-term effects and, in scenario form and concrete case analyses, lasting strategies and action concepts to deal with the consequences of demographic change. An action-orientated summary of the contributions with suggestions for reform of the political area development strategies, new concetrs and their instruments concludes the volume.... view less
