Wie viel "Governance" braucht eine Metropolregion? Überlegungen zur organisatorischen und inhaltlichen Ausgestaltung der Metropolregion München: Metropolregionen und Raumentwicklung, T. 2

Abstract

Das Konzept der Metropolregionen gilt als raumordnungspolitische Erfolgsgeschichte. Ohne zusätzliche Fördermittel oder planerische Vorgaben wurden in Deutschland in den letzten Jahren zahlreiche Initiativen der großräumigen regionalen Kooperation in Verdichtungsräumen neu angestoßen oder erfolgreich befördert. Hinsichtlich der Entfaltung metropolregionaler Governance-Initiativen ist die Region München die letzte in der Reihe. Doch auch in der prosperierenden und erfolgreichen Metropolregion ist eine Koordination und Bündelung der Kräfte erforderlich, um eine Position an der Spitze zu erhalten und der Verantwortung als Motor der wirtschaftlichen und gesellschaftlichen Entwicklung auch künftig gerecht zu werden. Metropolregionale Kooperation bedeutet dabei jedoch nicht zwangsläufig, neue Planungs- und Verwaltungsstrukturen aufzubauen. Vielmehr geht es darum, bestehende Initiativen der regionalen Zusammenarbeit neu auszurichten und auf der Ebene der Metropolregion geschickt zu verknüpfen. Dabei kann auf die Erfahrungen anderer Metropolregionen aufgebaut werden, um eine eigene passgenaue Form der Governance für die Metropolregion München zu finden.

The concept of metropolitan regions is widely regarded as a success story for spatial planning policy. Without the use either of additional funding or of planning guidelines, over recent years in Germany it has provided the impetus to initiate or to successfully underpin countless initiatives to forge regional co-operation over large swathes of high-density urban areas. With regard to the emergence of initiatives for metropolitan-regional governance, the Munich region lags behind the field. However, even in successful, prospering metropolitan regions, it remains vital for forces to be combined and co-ordinated if the region is to take up the lead and to discharge its responsibilities - both now and in the future – as the engine of economic and societal development. Metropolitan-regional co-operation does not necessarily, however, call for new planning and administrative structures to be put in place. It is, rather, a matter of refocusing existing initiatives taken to promote regional co-operation and astutely harnessing them at the level of the metropolitan region. Here it is possible to build upon the experiences of other metropolitan regions in order to come up with a form of governance which is tailor-made to suit the requirements of the Munich metropolitan region.
