Public Health und Pflegewissenschaft - zwei neue gesundheitswissenschaftliche Disziplinen: eine Zwischenbilanz nach 15 Jahren

Abstract

"Im Herbst 1992 wurde im WZB ein Expertenworkshop zum Thema 'Public Health und Pflege - zwei neue gesundheitswissenschaftliche Disziplinen' durchgeführt (vgl. Doris Schaeffer, Martin Moers, Rolf Rosenbrock (Hg.): Public Health und Pflege - zwei neue gesundheitswissenschaftliche Disziplinen, Berlin: Ed. Sigma 1994, 297 S., 2. Aufl. 2004). Zu diesem Zeitpunkt hatte die staatliche Förderung der Forschung und des Aufbaus von Studiengängen an deutschen Hochschulen gerade begonnen. Knapp 18 Jahre später untersuchen die Autoren - Protagonisten des damaligen Aufbruchs -, was aus den Hoffnungen, Befürchtungen und Prognosen geworden ist. Sie skizzieren die seither eingetretenen Entwicklungen im Hinblick auf Forschung, Ausbildung, Strukturentwicklung und Berufspraxis. Im Ergebnis konstatieren sie zum Teil bemerkenswerte Erfolge, aber auch Enttäuschungen und Entwicklungshemmnisse. So hat die Ansiedlung der Pflegewissenschaften überwiegend an Fachhochschulen den Akademisierungsprozess der Pflege behindert. Public Health stößt als Multidisziplin auf Akzeptanzprobleme im Wissenschaftssystem und konnte sich auch nicht hinreichend von der Medizin emanzipieren. Die Autoren sprechen sich für ein Bündnis von Pflegewissenschaft und Public Health unter einem gemeinsamen Dach als neue 'health sciences and health professions' aus." (Autorenreferat)

"In 1992, an expert workshop on Public Health and Nursing was held at the Social Science Research Center Berlin, WZB, Research Group 'Health Risks and the Politics of Prevention' (see: Doris Schaeffer, Martin Moers, Rolf Rosenbrock (Hg.): Public Health und Pflege - zwei neue gesundheitswissenschaftliche Disziplinen, Berlin: Ed. Sigma 1994, 297 S., 2. Aufl. 2004). Government grants for research and development of teaching programs at German universities just had started at that time. Now, 18 years later, the authors - who were protagonists of the events back then - investigate, what has become of the aspirations, fears, and predictions concerning these two research fields and the respective professions. The authors outline developments that occurred since then in research, education, structural developments, and professional experience. They find remarkable outcomes to some extent, though they find obstacles to progression and disappointments as well. For instance, the fact that Nursing Sciences is part of the curricula at universities of applied sciences (Fachhochschulen) - and not at universities - is regarded as hampering the process of Nursing becoming more academic. Public Health as a 'multiple discipline' has some problems associated with acceptance within the scientific community. Furthermore, Public Health could not fully emancipate itself from Medical Science. The authors argue for a coalition of Nursing Sciences and Public Health Sciences as a new Health Sciences and Health Professions discipline." (author's abstract)
