Kosovo und Serbien im gefährlichen Dauerclinch - Die Rolle der informellen Strukturen

Abstract

In den letzten zwei Jahren hat sich der Konflikt zwischen Serbien und dem Kosovo enorm zugespitzt. Die Ereignisse der letzten beiden Jahre und die sich schnell drehende Eskalationsspirale, so das Argument der vorliegenden Analyse, hängen direkt mit dem Einfluss Belgrads im Norden des Kosovo und der Stärke und Persistenz der dort vorhandenen informellen Strukturen zusammen. Serbien setzt auf teils kriminelle und bewaffnete nationalistische Gruppen, die immer wieder Gewaltakte im Norden des Kosovo verübten. Damit will Belgrad den territorialen Anspruch Serbiens auf den Kosovo untermauern. Dieser Anspruch ist aus der Sicht der Regierung in Prishtina ein aggressiver Akt gegen die Souveränität und territoriale Integrität der Republik Kosovo und wird dementsprechend von der Regierung von Albin Kurti bekämpft. Prishtina setzt die Strategie der immer offensiveren Bekämpfung der serbischen informellen Strukturen und des "Austrocknens" der Parallelinstitutionen fort. Unter dieser Konstellation bleibt die Gefahr einer Eskalation hoch.

In the last two years, the conflict between Serbia and Kosovo has escalated enormously. The events of the last two years and the almost spiraling escalation, as we argue in this analysis, are directly linked to Belgrade’s influence in northern Kosovo and the strength and persistence of the informal structures there. Serbia relies on partly criminal and armed nationalist groups, which have repeatedly committed acts of violence in northern Kosovo. In this way, Belgrade wants to underpin Serbia’s territorial claim to Kosovo. In the view of the government in Prishtina, this claim is an aggressive act against the sovereignty and territorial integrity of the Republic of Kosovo and is therefore opposed by the government of Albin Kurti. Prishtina is continuing its strategy of ever more aggressively combating Serbian informal structures and “drying up” parallel institutions. Under this constellation, the risk of escalation remains high.
