Der Schlussbericht stellt die Ergebnisse des Forschungsprojektes "Gleichstellungsimpulse im SGB II Zielsteuerungssystem" dar. Es wurde untersucht, welche steuerungsrelevanten Impulse im Rahmen des bestehenden bundesweiten Zielsteuerungssystems in der Grundsicherung für Arbeitsuchende gesetzt werden können, damit die Jobcenter und weitere Steuerungsbeteiligte durchgängig das gleichstellungspolitische Ziel verfolgen und in ihrem Handeln zum Ausdruck bringen. Der Schlussbericht beinhaltet eine Zusammenfassung der Literatur- und Dokumentenanalyse, Ergebnisse aus Interviews mit Expert*innen, aus Fallstudien an 16 Jobcenter-Standorten sowie aus einer standardisieren Befragung. This report addresses the question of how the gender-equality policy goals in the Social Code Book II (SGB II) can be further implemented in activities of Jobcenters using the nationwide SGB II performance management system. The objective of the research project was to develop recommendations for setting steering impulses within the framework of the SGB II performance management system. The research was based on an analysis of steering impulses and effects of the SGB II performance management system on administrative actions of the Jobcenters relevant for gender-equality. A relevant factor for effectively setting gender-equality-related steering impulses for the SGB II performance management system concerns the embedding of gender-equality within the organisation of each Jobcenter. Therefore, this aspect was included in the analyses. A "mixed methods" design has been implemented, in which qualitative and quantitative research steps complemented each other. A key recommendation is to strengthen the impulses targeting gender-equality within the SGB II performance management system - for example, by clarifying and specifying the mandate on gender-equality within the SGB II and formulating a harmonised gender-equality target with a uniform operationalization. Furthermore, the recommendations address how Jobcenters can be supported in implementing the gender-equality impulses of the SGB II performance management system. This includes recommendations to establish a specialised, professional understanding of gender equality, placement activities in Jobcenters with respect to gender-equality issues and services stressing the relevance of gender-specific data for performance management purposes.... view less
