abstract = {International climate negotiations are commonly divided along three established communities of policy and practice: adaptation, loss and damage, and mitigation. Climate mobility cuts across all of them, which partly explains why the topic - despite its growing significance - has yet to garner significant attention. This policy brief examines why climate mobility lies at the heart of a people-centered action agenda and links the topic to the discussions at the international climate negotiations in Baku and beyond.},
