La literatura nacional muestra que la cobertura educativa de la población con discapacidad es menor que la de la población en general, y que las oportunidades educativas son menores que las de sus pares. Así, el derecho a la educación de este grupo es aún limitado. Este estudio contribuye a enriquecer la información sobre las fortalezas y los retos de la implementación de la educación inclusiva en el Perú. A través de un diseño mixto, se analizó la Primera Encuesta Nacional Especializada sobre Discapacidad (ENEDIS) y se llevaron a cabo entrevistas con diferentes actores clave en dos regiones del Perú. Se encontró que solo el 52% de las personas de 3 a 18 años con discapacidad acceden al sistema educativo. Los entrevistados perciben que existen múltiples barreras que dificultan el acceso a la educación inclusiva -vinculados a infraestructura, materiales y otros -, pero la principal parece ser el factor humano, sobre todo relacionada con las habilidades de los docentes de educación básica regular.... view less

The national literature shows that the educational coverage of the population with disabilities is lower than that of the general population, and that educational opportunities are less than those of their peers. Thus, the right to education of this group is still limited. This study contributes to enrich the information on the strengths and challenges of implementing inclusive education in Peru. Through a mixed design, the First National Specialized Survey on Disability (ENEDIS) was analyzed and interviews were conducted with different key actors in two regions of Peru. It was found that only 52% of people from 3 to 18 years of age with disabilities have access to the educational system. The interviewees perceive that there are multiple barriers that hinder access to inclusive education - related to infrastructure, materials and others -, but the main one seems to be the human factor, especially related to the skills of regular basic education teachers.... view less
