La escasez y el acceso inequitativo al agua en las ciudades cercanas a grandes proyectos mineros constituye, hoy en día, un problema urgente que genera conflictos recurrentes en la región andina. A partir de la comparación entre dos casos de estudio en los Andes - uno en el Perú y otro en la Argentina -, este artículo muestra de qué manera la política minera actual reproduce escenarios de escasez al impedir que se constituyan espacios de planificación participativa desde los cuales podrían plantearse soluciones dialogadas. Frente a los hallazgos, se sugiere crear plataformas de planificación colaborativa que permitirían generar consensos respecto a cómo enfrentar la escasez y la inequidad hídrica.... view less

Water scarcity and inequitable access to water in cities close to large mining projects is, nowadays, an urgent issue that leads to recurring conflicts in the Andean region. Based on the comparison between two case studies in the Andes - one in Peru and the other in Argentina -, this article shows how current mining policy reproduces scarcity scenarios by preventing the creation of participatory planning spaces from the which could be considered dialogue solutions. Facing these findings, it is suggested the creation of collaborative planning platforms that would allow consensus to be generated regarding how to face water scarcity and inequity.... view less
