The text analyzes the evolution of the Argentine National Congress after the transition to democracy in 1983. One of the main questions of the time was how President Alfonsín would govern without a solid parliamentary majority. Despite the initial challenges, the Congress operated under a unanimity rule to pass laws by consensus. There was a high degree of cooperation between the governing party and the opposition, and the use of decrees of necessity and urgency (DNUs) to legislate in important areas. El texto analiza la evolución del Congreso Nacional argentino después de la transición a la democracia en 1983. Uno de los principales interrogantes de la época era cómo gobernaría el presidente Alfonsín sin una mayoría parlamentaria sólida. A pesar de los desafíos iniciales el Congreso funcionó bajo una regla de unanimidad para aprobar leyes por consenso. Se observó un alto grado de cooperación entre el partido en el gobierno y la oposición, y la utilización de decretos de necesidad y urgencia (DNUs) para legislar en áreas importantes. El texto muestra que el Congreso argentino funcionó de manera continua, mantuvo cierta autonomía en su agenda, y demostró tener capacidades para lidiar con crisis durante la transición política.... view less
