Based on two years of ethnographic research involving politically active sex workers, I show how sex workers positioned themselves within the context of prostitution policy, how other political actors related to them, and what ambivalences and conflict lines emerged. Sex workers ultimately failed to achieve their goal of preventing the introduction of the Prostitutes Protection Act. Its enactment led to their disillusionment as well as to the diversification of their self-organization. Sex workers were therefore successful in building a sustained movement that has since become an established actor in regard to prostitution policy in Germany, which continues its process of transformation.... view less
