Planung wiederentdecken: Raumordnung 2.0

Abstract

Raumordnung war von Anfang an - und ist bis heute - auf Koordination angelegt. Dieser gesellschaftspolitische Handlungsansatz zur Verwirklichung des Gleichwertigkeitspostulates als ständige Aufgabe zur Herstellung der räumlichen Gerechtigkeit erwuchs aus der Erkenntnis, dass Handlungen in verschiedenen Politikbereichen koordiniert werden müssen, sollen sie sich nicht gegenseitig beeinträchtigen oder gar blockieren. Koordination ist demzufolge zu verstehen als Prozess der Zusammenführung von Planungen und Handlungen verschiedener fragmentierter Politikbereiche zur Veränderung gesellschaftlicher Problemlagen - via strategischer Planung. Von zentraler Bedeutung ist dabei die institutionelle Verankerung eines Monitoring- und Controllingsystems - als Herzstück strategischer Planung - zur Gewährleistung der Anpassungs- und Innovationsfähigkeit des Planungssystems als Voraussetzung einer jeweils adäquaten Aufgabenwahrnehmung.

Spatial planning has always been based on coordination. This socio-political approach to implementing the notion of equivalence adopted the form of a permanent task striving for spatial justice and grew out of recognition that initiatives in different policy fields must be coordinated if they are not to impair or even block one another. Coordination is therefore to be understood as the process of bringing together the plans and initiatives of different, fragmented policy fields in order to address social problems - via strategic planning. Of central importance is the institutional anchoring of a system of monitoring and control - as the core of strategic planning - to ensure the adaptability and innovative capacity of the planning system, which is a prerequisite for adequately tackling the task at hand.
