Este artículo estudia la representación política en el estado de Morelos, donde han sido electas el mayor número de mujeres tras la aprobación de la paridad de género entre 2014 y 2019. Esta entidad federativa incrementó 162 % el número de mujeres electas desde 1997, convirtiéndose en el Legislativo subnacional con más mujeres en el país. La expectativa era que un mayor número de mujeres en el Congreso impulsaría iniciativas orientadas a reducir la brecha de género y promover igualdad sustantiva. Los resultados de esta investigación dan cuenta de lo contrario. A pesar de tener el mayor número de legisladoras de su historia, y en comparación con el resto de los estados, el Congreso de Morelos no ha podido avanzar en términos de representación simbólica ni sustantiva. A partir de este estudio de caso y con el objetivo de evaluar de manera multidimensional la implementación de la paridad de género, se evidencia que, a pesar de las transformaciones normativas realizadas, los obstáculos (institucionales, partidistas y actitudinales) persisten e impiden que las mujeres participen en igualdad con los hombres dentro de la política morelense.... view less

This article studies political representation in one of Mexico' states, Morelos, where the most women have been elected after the approval of the Congress gender parity policy between 2014 and 2019. The number of women elected in Morelos has increased by 162 percent since 1997, making it the subnational Legislative branch with the most women in the country. The expectation was that more women in Congress would drive forward initiatives and policies aimed at reducing the gender gap and promoting substan- tial equality. The results of this research point to the opposite. Despite having the most significant number of women legislators in its history and compared to the other states, the Congress of Morelos has not been able to advance in terms of symbolic or substantial representation. Based on this case study, and aiming to contribute to the multidimensional evaluation of gender parity policies, the findings show that, despite the regu- latory changes made, the institutional, partisan, and attitudinal obstacles persist and prevent women from participating equally with men in Morelos’ politics.... view less
