Das Konzept des Soziotechnischen Systems - revisited

Abstract

Gegenstand des Beitrags ist eine kritische Auseinandersetzung mit dem Konzept des Soziotechnischen Systems (STS), das im gegenwärtigen Digitalisierungsdiskurs als Analyse- und Gestaltungskonzept eine relativ prominente Rolle spielt. Gezeigt wird, dass dieses den digitalen Wandel von Technik und Arbeit nicht hinreichend erfasst, insbesondere aber den Einfluss ökonomischer Strukturbedingungen nicht systematisch erfasst. Auf der Basis eines industriesoziologischen Theorieansatzes aus den 1980er Jahren wird daher eine Erweiterung des STS-Konzepts vorgeschlagen: Erstens wird die Multifunktionalität digitaler Technologien besonders ihre Funktion als Organisationstechnologie herausgearbeitet. Zweitens bezeichnet Organisationstechnologie einen Abstimmungsmechanismus, der die Mikroebene von Arbeitsprozessen mit ökonomischen Strukturbedingungen verknüpft. Drittens erweist sich dabei das wenig eindeutige und betrieblich und sektoral unterschiedliche Spannungsverhältnis von Markt- und Produktionsökonomie als zentraler Bestimmungsfaktor für die organisationstechnologische Regulation von Produktionsprozessen. Insgesamt ist daher die Beziehung zwischen Organisationstechnologie und Arbeit als unbestimmt anzusehen, wobei zugleich aber auch generelle Folgewirkungen digitaler Technologien für Arbeit in Rechnung zu stellen sind.

The subject of the article is a critical examination of the concept of the Sociotechnical System (STS), which plays a seminal role in the current discourse on digitalization as an analysis and design concept. It is shown that this concept does not adequately capture the new conditions of the digital transformation of technology and work. Especially it does not take into account the influence of economic structural conditions systematically. An extension of the STS concept is therefore proposed on the basis of an industrial sociological theory approach from the 1980s. Firstly, the multifunctional nature of digital technologies is being worked out in particular as an organization technology. Secondly, organizational technology refers to a mechanism that links the micro-level of work processes to economic structural conditions. Thirdly, the contradictory company specific and sectorally diverging tension between market and production economics proves to be a central determining factor for the regulation of production processes by digital organization technology. Therefore, the relationship between organizational technology and work must be regarded as indefinite, although at the same time general consequences of digital technologies for work must also be taken into account.
