Netzanbindung Windpark "Beta Baltic"

Abstract

Das Raumordnungsverfahren für die Netzanbindung des Ostseewindparks "Beta Baltic" wurde im Jahr 2011 durchgeführt. Im Ergebnis des Verfahrens wurde eine Vorzugstrasse für die Kabelverbindung vom geplanten Windpark vor der Insel Fehmarn zum Umspannwerk Bentwisch bei Rostock festgelegt. Der Beitrag beschreibt die wesentlichen Probleme der Trassenführung im see- und landseitigen Bereich und beleuchtet das noch relativ neue Aufgabenfeld der Raumordnung im Meer. Ob und wann "Beta Baltic" oder andere Windparks in der westlichen Ostsee tatsächlich verwirklicht werden, ist auch fünf Jahre nach Abschluss des Raumordnungsverfahrens noch nicht absehbar. Das Beispiel macht anschaulich, wie das Raumordnungsverfahren auf einem frühen, durchaus noch unsicheren Stand der Planung zur Auswahl und Bewertung von Planungsalternativen sowie zur vorläufigen Sicherung geeigneter Trassenkorridore beitragen kann.

The spatial planning procedure assessing the connection of the wind farm "Beta Baltic" to the grid was carried out in 2011. The procedure resulted in the identification of a preferred route for the cable link between the planned wind farm close to the island of Fehmarn in the Baltic Sea and the transformer substation Bentwisch near Rostock. The paper describes the main issues confronting the route both at sea and on land and sheds light on the relatively new field of marine spatial planning. Whether and when "Beta Baltic" or other wind farms will actually be developed in the western Baltic Sea remains unclear, even five years after the spatial planning procedure was completed. The example illustrates how in an early and uncertain phase of planning, a spatial planning procedure can aid the choice and evaluation of planning alternatives and the preliminary securing of suitable transmission routes.
