The aim of this study is to identify the links between the exposure to, and use of, TICs in both public and private life. I shall explain how, in spite of my own easy access to TICs, barriers of gender or migration have meant that this is not a universal experience - whether in the public or private domain. For some, TICs are habitually underused and an object of some ignorance; for others, they are both a means and indeed an object of investigation. I shall examine the effects not only of gender and class, but also the production of knowledge about (and access to) TICs, as for example in moral panics over videogames and mobile phones.
