Gründen und Herstellen: Rousseaus radikaldemokratische Volkssouveränität als Wegweiser für eine postnationale Republik

Abstract

Angesichts des europaweiten Erstarkens rechter Parteien, die ein Ende der europäischen Integration fordern, ist die entscheidende Frage nach der Gründung einer europäischen Demokratie nicht mehr zu übersehen. Das Problem der Gründung und des Erhalts eines postnationalen demokratischen Staates in Europa soll hier mit einer radikaldemokratischen Aktualisierung der rousseauschen Volkssouveränität angegangen werden. Radikale Demokratietheorien sind sehr stark in der Konzeption der Gründung eines demokratischen Kollektivs aber eher schwach in der Dimension des Erhalts von Demokratien. Rousseaus Konzept der Volkssouveränität verbindet beide Dimensionen systematisch. Wenn man sein Konzept auf die Situation der Europäischen Union anwendet, sieht man die Schwäche der juridisch-konstitutionellen Perspektive wie sie zum Beispiel von Habermas vertreten wird.

When considering the immense swelling of far-right parties throughout Europe and their request for an end of the European integration, it becomes clear that the unsolved fundamental question of founding a new democratic collective is at the center of the Union’s crisis. This paper addresses the problem of founding and conserving a post national democratic European state by actualizing Rousseau’s idea of popular sovereignty in a radical democratic way. Radical democratic theories focus intensively the founding dimension but have rather weak conceptions concerning the conditions of conserving a collective. Rousseau's popular sovereignty conceptualizes both dimensions by giving a systematic account of their interdependence. By applying his conception to the European Union one can see the weakness of juridical perspectives like the one of Habermas.
