Doch man sieht nur die im Fernsehen: wie viele Arbeitsplätze die österreichische Politik bietet

Abstract

'Im Rahmen einer Forschungsarbeit über die Beschäftigung im Nonprofit Sektor in Österreich wurde mittels eines per E-Mail versandten Kurzfragebogens auch der Bereich Politik erfasst. Die Daten gelten für den Sommer 2003, und es wurde eine Rücklaufquote von 76,0 % erreicht. Berücksichtigt wurden Nonprofit Organisationen, die im Rahmen der Repräsentativdemokratie erfolgreich sind, also Parteien, die gewählte Mandatare stellen - außerdem zur Gegenüberstellung der gesamte öffentliche Sektor, also alle auf Zeit gewählten PolitikerInnen. Der öffentliche Sektor zählt 43.727 Beschäftigte, wobei der überwiegende Teil erstens nur nebenberuflich in der Politik tätig ist und zweitens auf Gemeindeebene (98,2 %!) arbeitet. Der deutlich größere Nonprofit Sektor erreicht 110.312 Beschäftigte, die aber nur zu 1,6 % bezahlt arbeiten. Insbesondere SPÖ und ÖVP basieren auf dem Engagement ehrenamtlicher MitarbeiterInnen. Auffallend sind die schmale Personalausstattung der FPÖ und der hohe Anteil der Teilzeitbeschäftigten bei den Grünen.' (Autorenreferat)

'In the course of a research project about employment in the nonprofit sector in Austria data was collected inter alia for the field of politics - by a short questionnaire sent via E-mail. The data is valid for summer 2003, and the rate of return reached 76,0 %. Nonprofit organizations that were successful at elections are included, i.e. political parties that delegate elected representatives, as well as - in order to enable comparisons - the public sector, i.e. all elected politicians. The public sector amounts to 43.727 employees, most of them working avocationally and on municipal level (98,2 %!). The by far bigger nonprofit sector reaches 119.312 employees, but only 1,6 % are paid for their work. Especially the Austrian Social Democratic Party (SPÖ) and the Austrian People's Party (ÖVP) are based on honorary work. The Austrian Freedom Party (FPÖ) has a remarkably low number of employees and the Green Party a remarkably high number of part-time employees.' (author's abstract)
