'Mit ihrer Politik der demokratischen Konditionalität versucht die EU, die osteuropäischen Regierungen zur Übernahme liberaler Demokratie- und Menschenrechtsnormen zu bewegen. In einer vergleichenden Analyse Estlands, Lettlands, Jugoslawiens und der Slowakei erklären wir die unterschiedlichen Reaktionen der Regierungen auf diese Politik durch die Stärke der Resonanz dieser liberalen Normen und durch die Höhe der machtpolitischen Kosten ihrer Übernahme. 'Through its policy of democratic conditionality, the EU seeks to make the governments of Eastern Europe comply with its liberal norms of democratic and human rights. In a comparative analysis of Estonia, Latvia, Slovakia, and Yugoslavia, we explain the varying reactions of these governments to this policy by the strength of norm resonance and the power costs of adaptation. Whereas, however, the resonance of liberal norms mainly affects the argumentative behaviour of governments, power costs determine practical compliance.' (author's abstract)... view less
