Von 'Skeptikern' zu 'Musterschülern'? Die Europäisierung der Sozialdemokratie

Abstract

'Der Beitrag untersucht die 'Zähmung der Widerspenstigen' für die europäische Sozialdemokratie und konzentriert sich im ersten Teil auf die Analyse der europapolitischen Programmatik der sozialdemokratischen Parteien. Zunächst begründet der Autor die Ausgangshypothese, dass zwischen den traditionellen Politiken der Sozialdemokratie und der europäischen Marktintegration ein funktionales Spannungsverhältnis besteht, welches die Erwartung einer skeptischen Haltung gegenüber der europäischen Integration plausibel macht. In der empirischen Analyse werden dann die europaskeptischen Parteien der europäischen Sozialdemokratie identifiziert, deren programmatischer Wandel zu 'Musterschülern' nachgezeichnet und als Lernprozess zu erklären versucht. Die Herausbildung einer europäischen Parteiebene (seit 1992: 'Sozialdemokratische Partei Europas') wird als die zentrale institutionelle Innovation im Prozess der 'Europäisierung' der Sozialdemokratie im zweiten Teil untersucht. Obwohl keine autonom handlungsfähige Parteiebene, wirkt die Kooperation in diesem institutionellen Rahmen für die beteiligten nationalen AkteurInnen sozialisierend und kann daher als eigenständiger Mechanismus der 'Europäisierung' sozialdemokratischer Parteien begriffen werden. Gleichzeitig offenbart die Analyse der SPE in den 1990er Jahren aber auch die strategischen Konflikte, die einer effektiveren Koordination entgegenstanden.' (Autorenreferat)

'The article discusses the 'Europeanisation' of sceptical political actors with regard to social democratic parties in Europe. It starts by arguing that there is a functional misfit between the traditional approach of social democratic policies and the focus of European integration on market building. However, the empirical evidence shows that only some social democratic parties have held sceptical views on European integration and all of them turned to a strongly supportive attitude towards the EU. This programmatic change is documented and analysed as a learning process. The second part of the article analyses the institutionalisation of a European party level (Party of European Socialists) which is regarded as the major institutional innovation in the 'Europeanisation' of social democracy. The article argues that the cooperation within the PES may itself be seen as having a socialising effect on the participating actors, resulting in a process of 'Europeanisation' of political parties. However, major strategic differences - as visible in the struggle over the 'Third Way' - proved to be a significant barrier to an effective cooperation of European social democratic parties.'
