En Canadá, la manera en que se dividen las competencias entre los gobiernos provinciales y federal es estructuralmente conflictiva. Las instituciones de ese país favorecen dicho conflicto, y alimentan las tendencias centrífugas del poder. Por ello, Canadá se ha convertido en el sistema federal en el que las unidades subnacionales tienen más poder que en ningún otro Estado del mundo. Aun así, las provincias no cesan de reclamar más facultades y beneficios del gobierno federal. One of the most remarkable characteristics of the Canadian political system is a structural conflict between the federal and the provincial governments. The political institutions have become the source of political disruption. Therefore, Canada appears to be a federation in which provincial governments have acquired more power than anywhere else in the world. The provinces keep claiming more power and resource allocation from the federal government. Moreover, in a short time the Canadian federation may face another challenge coming not only from the present federal Parliament structure but from the result of 1994's elections which were dominated by an openly independent oriented provincial government in Quebec.... view less
