Aussichten auf Vorteile? Grenzen rationaler Vertrauensmodelle in der Politikanalyse

Abstract

'Die jüngste Welle der Beschäftigung mit Vertrauen geht einher mit einem verstärktem theoretischen Interesse an 'weichen' Variablen der Sozialanalyse. Die zentrale Stellung eines 'harten' rationalen, am Nutzen orientierten Handelns soll ersetzt werden durch die Betonung emotionaler, kultureller oder normativer Aspekte sozialer Interaktion. Vor allem ein genauerer Blick auf neuere politikwissenschaftliche Theorien des Vertrauens zeigt aber, dass spieltheoretische oder Rational-Choice-Ansätze nach wie vor dominieren. In einer ideengeschichtlich ausgerichteten Untersuchung klassischer Texte der politischen Theorie soll zunächst gezeigt werden, dass Modelle des rationalen Vertrauens eine lange Geschichte haben, die aber schon früh, insbesondere im Werk John Lockes, einen anderen, hier 'ethisch' genannten Vertrauensmodell gegenübergestellt werden. Die Rekonstruktion des historischen Theoriebestands soll zeigen, dass die Übertragung des vor allem im Kontext marktförmigen Handelns entwickelten rationalen Vertrauensmodells auf die politische Sphäre die spezifischen Erfordernisse eines politischen Vertrauens verfehlt und kontraproduktive Konsequenzen zeitigt. Diese These wird unter Zuhilfenahme neuerer Literatur zum Problem der Repräsentation kurz veranschaulicht.' (Autorenreferat)

'The recent turn towards trust is accompanied by an increased theoretical interest in 'soft' variables of social analysis. The central position of 'hard' rational, utility-maximising action is to be replaced by an emphasis on emotional, cultural or normative aspects of social interaction. However, a closer look at recent political theories of trust reveals that game-theoretic or rational-choice-approaches still dominate. Historical analysis of some classical texts of political theory shows that models of rational trust can be detected throughout the different periods of reflection on the topic but have been contrasted, particularly in the work of John Locke, with a different model of trust that is called 'ethical' in the present text. The reconstruction of the historical literature on the topic shows that transferring a rational model of trust which was developed mostly for the analysis of market interactions, to the political sphere misses the specific requirements of political forms of trust and engenders counterproductive consequences. This thesis is briefly illustrated by recent literature on the problem of political representation.' (author's abstract)
