El autor analiza los rebrotes de los conflictos étnico-nacionales en el marco de los finales del siglo y explica, a su vez, el significado social, político y económico que éstos tienen -o pueden tener- en la siguiente centuria. Asimismo, son abordadas las causas y razones de tales resurgimientos violentos en nuestros días, así como el papel, la responsabilidad y el protagonismo del Estado en los mismos, cuya neutralidad al respecto, sostiene el autor, es simplemente "ficticia", Como respuesta a esta problemática, se propone la construcción de "nuevos conjuntos multiétnicos que formen la base para integrar una nueva arquitectura conceptual, teórica, jurídica, política y cultural del Estado-nación" como solución viable para evitar, en lo futuro, el recrudecimiento de este tipo de cuestiones.... view less

The author analyzes the rebirth of national-ethnic conflicts in the frame of the end of the century and, at the same time, explains the significance they have -or may have- in their social, political and economic aspects for the next century. Also approached are the motives, causes and reasons for such violent rebirths in our days, as well as the role, responsability and leading participation of the State in them, whose neutrality on the issue, maintains the author, is simply "fictitious". As an answerto these problems, the author proposes the building of "new multi-ethnic bodies to form the basis of a conceptually, theoretically, judicially, politically and culturally new architecture of the nation-State" as a viable solution to avoid, in the future, the worsening of this kind of problems.... view less
