En este artículo se examina el grado en que las reformas fiscales han contribuido a promover el federalismo y, por esta vía, la reforma del Estado. Se revisan las diferentes iniciativas y esfuerzos para promover la descentralización fiscal, los objetivos perseguidos por el llamado "nuevo federalismo fiscal" -por un lado, la descentralización de funciones, recursos fiscales y programas públicos y, por el otro lado, la municipalización- y los resultados obtenidos: respecto del ingreso, se ha ahondado el centralismo, que ha beneficiado a las entidades y municipios más desarrollados económicamente; con respecto al gasto, una más desigual y discrecional distribución prevalece también. This article examines the extent to which fiscal reforms have contributed to promote federalista and thereby demócrata: and State reforms. It revises different initiatives and efforts to promote fiscal decentralization, the objectives pursued by the so-called "new fiscal federalista" -on one hand, descentralizaron of functions, fiscal resources and public pro- grams, and on the other, municipalization- and the results obtained: with respect to income, centralista has been deepened and it has benefited the most economically developed entities and municipios, with respect to spending, an unequal and discretional distribution prevails as well.
