En este artículo se analiza la relación entre un Estado autoritario y la promoción y defensa de los derechos humanos en México. En su exposición, el autor va abordando las distintas etapas de desarrollo de tal relación. Así, inicia con un repaso histórico para ejemplificar de qué manera se transgredían los derechos humanos por parte del aparato gubernamental y cómo el mismo justificaba tal violación para pasar luego al porqué de las reacciones tan débiles que la comunidad internacional tuvo al respecto. Asimismo, el artículo muestra el surgimiento de las ONGs en México, sus propósitos e impacto en la tesis estatal de la "seguridad nacional". This article examines the relationship between the Mexican authoritarian State and the pro- motion and defense of human rights. The author revises the different phases of development in that relationship. Thus, it staits with a historical review to exemplify the way in which human rights were violated by the governamental apparatus and how such violations were justified to explain then why the intemational community reacted timidly in those cases. The article shows, likewise, the emergence of NGOs in México, their purposes and the impact on the State thesis of "national security". It concludes with some reflections relating the causes of the weakening of Mexican authoritarian Controls and the appearance, function and impact of the National Commission of Human Rights (by its Spanish initials, CNDH).... view less
