Soberanía y derechos humanos

Abstract

¿Cómo ayudar a la protección de los derechos humanos en todo el mundo, pero sin violar la soberanía de las naciones? Alrededor de este cuestionamiento, el autor discute en su artículo la necesidad de replantear el concepto de soberanía actual con el fin de adecuarlo al cumplimiento cabal de los derechos humanos. La coexistencia entre soberanías y derechos humanos -donde la pérdida de las primeras vulnera la integridad de los segundos- debe prevalecer sobre lo que el autor denomina "globalización desnacionalizadora", de manera tal que pueda construirse una "democracia-síntesis" basada en una auténtica internacionalización de la soberanía y la democracia.

How to help protect the human rights throughout the world without violating the sovereignty of nations? Around this question the author suggests the need to revise the concept of sovereignty in order to adjust to a thorough fulfilment of human rights. The coexistence of sovereignty with human rights -where the lost of the former affects the integrity of the seconds- must prevail above what the author calis the "denationalizing globalization" in such a way that a "synthesis democracy" can be constructed on the basis of an authentic internationalization of sovereignty and democracy.
