'Unter dem Blickwinkel der Ausgewogenheit zwischen militärischen und zivilen Mitteln des internationalen Krisenmanagements untersucht der Beitrag zunächst die Behandlung dieses Aspekts in den wichtigsten Sicherheitsorganisationen. Im besonderen geht es um die entsprechenden Anpassungsleistungen militärisch schwacher Kleinstaaten mit neutraler Tradition: Am Beispiel Österreichs wird gezeigt, dass eine überproportionale Teilhabe an den Militärstrukturen der EU mit dem grundsätzlichen Bekenntnis zur Bedeutungsgleichheit von militärischem und nicht-militärischem Krisenmanagement kontrastiert. Daran schließt die Frage an, ob Allianzfreie bzw. Neutrale nicht eine angemessenere und effizientere Rolle beim Aufbau der gemeinsamen Sicherheits- und Verteidigungspolitik einnehmen würden, wenn sie ihre Beiträge dem bewährten Profil gemäß auf zivile und humanitäre Mittel konzentrierten.' 'Considering the military as well as the civil dimensions of a comprehensive security policy, the article analyses how the UN, OSCE, EU and NATO make use of various methods of international crisis management. In view of the changing European security order, the main question is whether small states with limited military strength, and especially those with a neutral tradition, should concentrate their efforts in the evolving European security structures on those tasks of crisis management in which they have experience and in which they have developed a reputation. Thus, a significant non-military contribution to the Common European Foreign and Security Policy could turn out to be more adequate and efficient than a military one. The author points out that Austria intends, on the contrary, to offer a disproportionately high military contribution to the European 'Task Force'.' (author's abstract)... view less
