Valiéndose de un análisis histórico retrospectivo, el autor estudia el régimen presidencialista mexicano con el propósito de explicar su desarrollo así como la evolución de las relaciones entre los poderes Ejecutivo y Legislativo, Llega a afirmar que el reto no es sólo eliminar el monopolio político que ha ostentado la Presidencia de la República, sino evitar que cualquier otra institución pueda detenerlo. Through a retrospective historical analysis, the author studies me mexican presidential .cgime with the purpose of explaining its development as well as the evolution of the relationship between the Executive and Legislative powers. He affirms that the challenge is not only to eliminate the political monopoly that has been upheld by the Presidency of the Republic, but to avoid any other institution to do likewise. To that purpose, the author proposes the establishment of a normativity that determines, once and for all, the balanced relationship between the powers of the Union and, also, directs the parlamentary activity implanting a vigilance of its actors.
