En este artículo el autor evalúa el proceso de transición y apertura democrática en nuestro país; llega a la conclusión de que el sistema político mexicano aún contiene grandes resabios de autoritarismo. A partir de este diagnóstico va desarrollando sus postulados, entre los cuales resalta aquel que considera que la relación entre poderes no debe reformularse ya más en términos del sistema presidencialista, sino de la formulación de las mayorías, así como del sostenimiento de la gobernabilidad. In this article, the author evaluates the process of transition and democratic aperture in our country, arriving to the conclusion that the Mexican political system still contains great tinges of authoritarism. With this diagnosis as his basis, the author develops his postulates, underlining which consider that the relationship between powers should not be re-formulated anymore in terms of presidentialism, but through the formulation of the majorities as well as the upholdment of govemability. He brings to mind, as well, the question of institutionality, understood by the author as a key element to maintain the reform, and its extension to the partisan ambits so that the political parties can settle their multiple internal differences, with the view of streinghthening their respective positions for the coming elections of the year 2000.... view less
