Gender Mainstreaming worldwide: Rekonstruktion einer Reise um die Welt

Abstract

'In den letzten Jahren hält ein neuer Begriff - Gender Mainstreaming - seinen Einzug in die institutionalisierte Frauenpolitik in Europa. Die wenigsten scheinen zu wissen oder wissen zu wollen, dass Gender Mainstreaming eine fast 30 Jahre währende Geschichte in Entwicklungszusammenarbeit und Nord-Süd-Politik hat. Selektiv aufgenommene Diskussionsstränge aus Frauenpolitik und feministischer Theorie gingen dabei je kontextspezifische Verbindungen mit den Praktiken und der Kulturpatriarchal strukturierter Entwicklungsorganisationen ein. Über das Scharnier der Vierten Weltfrauenkonferenz von 1995 hat Gender Mainstreaming offiziell und als verbindliches Politikmandat die europäische Institutionenlandschaft erreicht. Hier nun spielen in Rezeption wie Umsetzung spezifische Traditionsbestände institutioneller Frauenpolitik eine formierende Rolle. Die feministische Theorie indes ist derzeit mit Diskursen befasst, die es ihr offenbar schwer fallen lassen, Orientierungen für eine kritische Auseinandersetzung mit dem strategischen Konzept Gender Mainstreaming bereitzustellen.' 'An new concept - gender mainstreaming - has recently made its entry into institutionalized women's politics in Europe. Few appear to be aware of the fact that gender mainstreaming looks back on thirty years of history in development cooperation and North-South-politics. Within that context selectively appropriated elements of the debates within the international women's movements and feminist theory forged coalitions with the practices and cultures of the patriarchally structured development bureaucracies. The Fourth International Women's Conference 1995 facilitated the adoption of gender mainstreaming as politically binding strategic concept into the organizational mandates of governmental and societal institutions in Europe. Here conceptional understanding and implementation are greatly influenced by the given traditions of institutionalized women's politics. To this day, however, feminist theory has not been able to provide orientation and guidance for a critical assessment of the strategic value of gender mainstreaming.' (author's abstract)
